Kenny vs. Spenny is a Canadian reality TV/comedy show by these two guys, Kenny Hotz and Spencer "Spenny" Rice. Their goal is to beat each other in every single competition they pit against each other.
It is hilarious.

The lads above are right...it was the South Park lads. There is various other versions of it...Ed vs Spencer was an English version...I actually thought that was way better even though Kenny vs Spenny was the original.

Kenny Hotz and Spencer Rice created the show for the CBC,where it ran for two years before GSN (during its' misguided attempt to force reality TV reruns on their schedule several years ago) picked it up for the US market.
The others who already posted have most of the story correct...
The UK's Channel 4 produced an adaptation called "Ed vs. Spencer" (which has aired on BBC America);the current version is overseen by Matt Stone and Trey Parker,who were fans of the original series.

it's sponsored by the guys who wrote south park, so i would say that kenny and spenny came up with the ideas and then talked to matt stone and trey parker and the rest is history.
i love that show especiall when the guys had a fart contest.

Matt Stone and Trey Parker, famous producers from South Park and comedy central invented. It's about two best friends that always have competitions about silly things every week. They aren't enemies, they are just competitive
