No problem! All you need is to become the government. Once you do that, you will own all tollbooths and will earn money regardless of your looks. I mean, let's face it, you won't be good looking your whole life. This is the only way you'll be able to acquire a toll booth.
An alternative would be to put a toll booth in your driveway and wear as little as possible without being indecent. You will need a business license, but this might be a way to cover your expenses for when you become old and busted.

Toll booths are a city run thing, all monies collected go to pay for upgrades on the roads. They're not owned by individuals.

First you have to build a road/bridge/tunnel that people will want to drive on. The booth itself is a very small part of the entire picture.
