Why does the Scion TC fuel gauge go from "R" to "1/1" as opposed to going from "E" to "F"?

Also, what does the "R" stand for?

R is reserve. 1/1 is full. It's silly/cute/style.

As an engineer and designer I wouldn't have done it myself.

Why not E to F? Because Empty and Full only work in English and so that isn't meaningful to many of the buyers in the US and Canada?
