im loosing weight and its just getting flabbier!

You have to strengthen and tone the area. You can do several different exercises to do this. Easy at-home exercises include push-ups (however you can manage them), and triceps dips.

Unfortunately, the stretch marks are there to stay. They do get lighter and less noticeable over time, though.

Exercise for the flab. It will build some muscle and eliminate the flab. There are various creams on the market now for stretch marks. None will eliminate them, but will help. They will be less noticeable.

it's good that you are loosing weight, keep it up. As for the "flab" on your arms, that is just loose skin, you stretched it out with fat, now you are losing the fat, the stretched skin can't recover...will likely required plastic surgery to get rid of the excess skin, but most doctors won't do it until you have reached your goal weight. As for stretch marks, they are scars and they are permanent. You can apply many different creams to minimize their appearance but they are with you for life.
