You can get the information using the freedom of information act, however they are not required to consolidate the information for you. This means that if they buy gas at the local gas station you will get a pile of receipts you get to add together.

I am sure that is covered under the Freedom of Information Act. Not sure if they publish that information online. Have you contacted the cities and towns that you are interested in.
