Wordpress.com, however the free version doesn't let you do much customization, aside choosing a pre-made theme.
You can also download the script, if you have a website of your own (needs PHP and MySQL). And in this case you can customize it as you want, as it's open source (free + you have access to the source code).

I will vote for Blogger. Creating a Blogger blog is one of the easiest things in the world.

I like blogger.com because it lets me get behind the scenes and modify the heck out of the html of the template.
