We go through this in our family every year ! I've been trying to for the past 3 yrs. have a name drawing that way I could buy 1 person one really great gift INSTEAD of trying to buy 25 small gifts... With our limited budget...
I would suggest a nice/thoughtful homemade gift that would take care of a family !
*homemade cookie basket/chocolates
*homemade breads(mini loaves)/coffee's
*picture's framed are always really nice/thoughtful
*homemade christmas ornaments
*monogrammed towels/bath sheets
*movie themed basket (popcorn, movie snacks/blockbuster gift card)
Make it unique/fun and it won't matter or it shouldn't matter what you spend/spent... Christmas isn't about the $$$ anyway !

As a sidenote.. I have an aunt/uncle and they are loaded like millions no joke ! Every yr. they show up at Christmas w/o ANY gifts for anybody ! Every yr. there's a little something under the tree for them... It's just the thought...

I can relate. My wife's family used to all congregate at Grandma's house and there were more than 20 people. Some of them I only saw at Xmas. Boy, I wrestled with that because I really want to do gifts that fit and I didn't know most of them well enough to do it.
Sounds like you're in a similar pickle.
What we finally settled on was: well-researched gifts for a few close family members, and gift baskets of interesting edibles for the rest. Gift focus was mostly on the kids; adults generally have so much stuff they're glad to NOT have more stuff.
Food doesn't have to be expensive; it gets consumed; baskets and plastic wrap are relatively cheap at a craft store. And a basket takes a little personal effort, which is well received (remember a nice bow).
If you travel at all during the year, pick up interesting little kitsch at places along the way. Souvenirs make fun little gifts, don't have to be pricey, and that spreads the cost out across months instead of focusing it all on one or two.

I like the cookie idea. You can buy cheap containers or recycle christmas card size boxes, decorated with wrapping paper. I like to cover the inside with paper or tinfoil. You can add peanut brittle that is cheap to make, or some colorful wrapped candy. Cover with a clear wrap and add a tag with a bow. (both available at dollar stores.)

this may sound cheesy. but you can make something for them. one of my friends couldn't spend alot on presents so she made things like cards and other stuff. it was cool, original, meaningful, and cheap. i really liked it. but if not. you can find cheap things
