Why is a lacZ- strain of E.coli uninducible by lactose?

The lac operon is assayed using tests for the enzyme beta-galactosidase, which is the product of the lacZ gene. A lacZ- strain has a mutation within that gene and so produces a defective, non-functional enzyme, whether or not the gene is transcribed.
