I was raised in the South. And in the South you can pretty well shoot a gun anywhere as long as you take the care to look around and make sure that no one is in the way to where you could accidentally shoot them.
In fact, so many people hunt in the South that most school systems have a hunter safety course that is taught in 7th or 8th grade where they teach you how to keep your gun clean and in good repair, and teach you how to scout the area that you are going to fire the gun in, before you fire it, to make sure that all other human beings and ricochetable surfaces are out of your shot's way.
So I don't see any harm in killing rats as long as you are being careful not to shoot yourself or one of your fellow human beings.

No. Firearms are only supposed to be used when you are in danger, or at a firing range. You can be charged with many crimes for that. I know it sounds pointless, but if you miss, and the bullet goes through a wall, it could hit someone.
I recommend you use a bb or pellet gun. But just everyone a fair warning that you are, so they don't mistake that you are using something much more serious like an actual gun.

It depends on the law of the city, state, township, etc. In the town where I live, it is against the law to discharge a firearm within town limits (other than in self defense).
