When I installed the sims 2, it ran great but when I installed seasons expansion, the camera scroll was a bit choppy and so was gameplay. I'm playing at the lowest settings, 800x600 and its still slow! This computer is a few months old and Sims 2 Ran Fine which is why I don't know if it's my computer, or if its the game. Also it sometimes runs smoothly just like the sims 2 did, but when my computer starts getting a little loud, it starts getting choppy.

I even turn to vista home basic theme and turn off background programs to get a better performance but it doesn't do anything.

It has to do with your lack of RAM. Vista needs a ton of RAM to run, and when you throw in a high graphic game on top of that, things are going to run much more slowly. Your best bet would be to buy another gig of RAM.

Sims 2 ran fine, yes, but when you added the expansion pack (especially one as graphics intensive as Seasons, with the snow and leaves and storms), it needed more RAM to run smoothly.

For the time being, you can shut down all background process and kill the graphics on your game in the options menu (turn off shadows and lighting, lower your refresh rate, turn off the special events camera, etc.). Remove any custom content you have as well. Play smaller families and smaller lots. That will help.

In all likely hood it is your maxing out your RAM with other programs running, you have to many things installed or the computer dosen't like u
