You'll have the most luck at www.export.gov
they will provide you with financial graphs of exports from the US over the last ten years, in every region, and in every industry. I'm not sure if they'll have a link to help you find the numbers you're looking for, but its a good start.

each province, plus Federal government and each agency handles its own purchasing, so you'll have to search each of their websites for the name/address/numbers/site of the buying agencies.
