No I don't think so. If they didn't want us to speed, they wouldn't make cars that can go so fast. I like to go 80 once in a while when I'm on the highway.
Have you ever seen that video where some college students decided to all go the speed limit on the highway? The high got backed up and people got very angry. Road rage!

Your headline question, and your actual question are two different things. Setting a governor at 70 would only prevent speeding on roads with 70mph speed limits.
Also, speeding tickets fund transportation departments and police departments, so reducing them would reduce that funding.
Emergencies sometimes demand higher speeds. Example: One's wife is pregnant and one is 45 miles from the nearest hospital when she goes into labor.
It would also make it difficult for amateur race drivers who drive their car to the track, then race it, because they can't afford a trailer to haul it in.

No. If you accept the conclusion that all cars need governors so no one can travel over 70, then your premise must be that no one would ever have a need to travel over 70 mph. I cannot accept this premise because it contains flawed logic.

I think that would be just wrong. what about the places where the speeding limit is 70 and you have some grandpa in the hammer lane doing 65 or less?? no, i think that would be a bad idea. everyone has the need for speed!!!!

Sometimes you need to go really fast, such as in an emergency. But I read somewhere that this is possible, but it would cut down on the revenues collected for speeding.
