It means pretty much what it says. It's a warning from one person to another that if questions are asked, there's a strong possibility that the answer to one or more of them will be a lie.

It is common knowledge that you were DISMISSED immediately in this administration if you DARED to question anything out of the "president's" mouth. Of course they never tell anyone to lie. The discussion may infer that or say everything indirectly that will indicate one should lie but never directly tell anyone to lie.
