Are there concrete reasons why he is said to be the greatest king who ever lived? What were his achievements to attain this title?

Who says he is? From Wikipedia:
"In 1992, Ashoka was ranked #53 on Michael H. Hart's list of the most influential figures in history." (Shih Huang Ti, Augustus and Constantine were all ranked higher).

He was "great" I guess mainly from the fact that he managed to conquer a large empire as well as instituting important civil reforms.

Whether you think of him as more important than Alexander etc probably depends on what part of the world you live in. But "greatest ever king" seems a bit extreme.

ummmm some times kings and queens and/or leaders get the title "greatest" even if they are not its an ego thing
like ummmm
alexander the great
catherine the great
great gatsby
there are so many more i can list but dont want to bore ya
if i were you i would do a paper on who is saying he is the greatest and why they think that

How is this person called the greatest king? I've never heard of him.

If you want who the greatest kings were, try someone like Nebudchadnezzar or Alexander of Macedon (AKA "the Great").

I'm afraid that I've never heard of him, but agree with the first answer that talks about other kings who were 'the great'.
