yes it can. As long as both partners are in agreement, and there are some rules to go by. My wife used to spank me once a week, for all of the misdeeds of the week. she set up a list of rules, and the punishment for breaking them. She also outlined a list of chores fo me, and on Saturday, we would sit down and go over both list. I would then recieve the prescribed punishment for that week.

Sure, but only if the couple in question want it too. I personally would only put up with it (and also thoroughly enjoy it) in the context of BDSM/kinky sex.
If ANYONE tried to spank me as some kind of discipline/punishment, they would be eating out of a tube for their next meal.

If its done in the right circumstances then it can be very erotic and a good tool to use during foreplay.
If both partners agree on the limitations of it then in reality it is no different from any other sexual activites that people take part in.
Your loving partner should want to please you and if this is one of the ways to do so, via communication it should be all good.
