I depends on how the data is encrypted. Virues are just programs (that are made for harm) so when you scan for a virus, the scanner is looking for a certain set of instructions in that order, that make up the virus. If data that has a virus attached to it is encrypted which changes the coding of the virus program, then no, the scanner will not pick up the virus, but if the encrytion doesn't change the virus code, then the scan will pick it up. Encrypting data can either change the whole file contents to something else, or it can just change the table of contents of the file. It depends on how strong the encryption is, or what type of encryption, or how it encrypts.

Yes you can alway perform virus scanning on any file type.
You anti-virus can only look at virus signature on the file or the data.
If the encrypted file was infected, it can be located.
If you encrpted an infected file, then the anti-virus cannot locate it.
The best practice is to scan your files before encrypting it. This can be done with Real-time feature of your anti-virus which normally scan everything on data before execution.

Encrypted data can be scanned, but it wont recognise the virus if it is also encrypted.
