There are so much a leader does besides start wars, and I didn't even begin to really list what they can/have to do. People really underestimate how hard it is to be a leader/politician.

If every other option has been tried, from diplomacy to sanctions, and it comes down to it, there is nothing they can do. At this point, it is either, let them have their way or go to war. If a country is in the wrong, I cannot support letting them have their own way. Sometimes war is inevitable.

Sit around and wait for the UN to discuss issues ( some have been in discussion for 50 years!) let the minor nations build weapons untill everyone is armed to the teeth. Then wait for some madman to nuke several countries...........
