Terrorism had been dragging down the economy of UK and some perceive that the British government is already inutile.

No. What would be your basis for saying the government is illegal??? I'm not sure you're communicating your point very well.
There are always problems coming up in government. Besides working on their own legislative agendas the party in power is tasked with the management and resolution of these problems. When a scandal breaks into the mainstream media, especially front page news, you can rest assured that the people in charge will be working to fix it asap for the people's sake and their own.
