Do I have to re-paint, or is there a way of getting the smoke / carbon marks off the paintwork from having a candle lit too close to the wall. I've tried with a damp cloth, but this just seems to have smudged it rather than cleaned off the mark.

Try using soapy water. Plain water will just smear it around but the soap should help break it down.

There's a white sponge that you can buy in supermarkets, they sell in the cleaning section, they're amazing at removing any marks off anything. I wish that I could describe them better. They're rectangular, fairly hard, not absorbent and are sold to remove marks and they work.
If not, you could try using a loaf of bread.

Try a bit of Jiff on a damp cloth - doubt it will work though. Probably a repaint job - sorry :(
