Hi Raj, please visit the Philippine Consulate in Dubai or call them at Tel. Nos. (00971-4) 266-9681 / 266-9643. I suggest you call them first because the location is quite difficult to explain.

You need the following:
1. Invitation Letter - Just a simple letter from whomever you're going to visit in the Philippines stating that she/he has invited you for vacation or whatever purpose. Include his/her passport copy as proof. You can bring the letter along with you, it doesn't have to be mailed. But address the letter to the Philippine Ambassador/Embassy.
2. Take an NOC from your sponsor that generally says you they have no objection on your travel to Philippines and that the travel costs (if any) will be borne by you
3. Completed application form (have the Consulate fax you a copy of the form)
4. Ticket booking details -- Round trip. For security if you are unsure that a visa will be granted, ask the airlines to issue you a dummy ticket for the visa application purpose. You can pay around AED10 for that.
5. Passport Copy with RP and passport should be valid for 6 months
6. 4 white passport-sized photos.

---The fees were AED200 for normal, single-entry visa 6 months ago. I am not sure now.
--Submit your application form with all attachments early morning to avoid rush.
--They will call you after 3-5 days for your original passport so they can affix the visa.
--If you can, take application at Abu Dhabi instead. They can issue visas within the same day. But come early morning so you can collect the passport in the afternoon. And call first before going so you don't waste your time.

Nam mate you only need a tourist visa if your staying more than 21 days. You also need proof of return ticket. They will not let you into the country if your coming in on a one way ticket.

You don't need letters, just a tourist visa.

Application for a temporary visitor’s visa must be made in person. In the case of a minor under eighteen (18) years of age, the application may be made for him by a person who, in the opinion of the consular officer, is responsible for his/her welfare. The minor, not an infant in arms, shall be required to appear at the Consulate for interview, together with the person making the application for him/her.

Applicants for temporary visitor’s visa should normally apply at the Philippine Embassy or Consulate that has jurisdiction over their place of residence. While some visa applicants may apply at any Philippine Embassy or Consulate abroad, others are only allowed to apply his/her visa at the Philippine Embassy or Consulate in his country of origin or legal residence.

The following are the minimum requirements for applying a temporary visitor’s visa:

1. Passport/Travel Document Valid for at least six (6) months beyond the intended period of stay in the Philippines;
2. Duly Accomplished Visa application forms;
3. Passport Photos (2 pieces);
4. Proof of bona fide status as tourist or businessman;
5. Confirmed tickets for return or onward journey to the next port of destination; and
6. Payment of Visa Fees

Mr. Khushi and Mr. Johny are correct. But then, I think you also need to produce your "itinerary" as part of the documents you will present for your interview in order to get your tourist visa.
Hope you will be able to make it. Take care and GOD BLESS.
