the guy with two legs will definitely win. a punch is not only made using the strength of ones arms. a punch is made using one's arms and his leg strength. a punch is only made using one arm. so, arms number will not affect its punch strength. the man with 2 legs will win because for every punch, he exerts force coming from 2 legs, therefore, having an advantage to the man with only one leg.
