im trying to breed brine shrimp for my fish and i was just wondering if i can breed brine shrimp from frozen brine shrimp.

Frozen brine shrimp is dead shrimp.

This is what you need if you plan on hatching you own artemia (brine shrimp):
-brine shrimp eggs
-1 gallon pickel jar
-pump, hosing and air stone
-aquarium salt
-1 day old water
-brine shrimp net

Now fill the jar all most to the rim with water, add exactly 10 teaspoon of aquarium salt, and add 1/2 teaspoon of brine shrimp, and put in the air stone connected to the pump. For a greater hatching rate, keep the pickel jar in a warm area. In 3-4 days the water in the jar should be a orange colour. Now remove the air stone and let the water settle for 1/2 hour or until all the brine shrimp eggs are floating and shrimps at the the bottom. Take the pump hosing and siphon out the artemia into the brine shrimp net and give it a rinse under the tap to wash off the salt. The shrimps will live only 3-4 days, so its best if you freeze them after 2 days, but 3 the most. Store the unused shrimp eggs in a air tight jar in the freezer. I've used brine shrimp eggs that has been in my freezer after 4 years with a great hatching rate.

You can buy brine shrimp eggs on ebay and its cheap compare to local pet stores.

Its fun watching fish and baby frys gorge on live brine shrimp.

As already said, no you can't breed brine shrimp from frozen as they are dead.
You can buy a brine shrimp hatcher kit, it is a container that goes into your tank and you add the brine shrimp eggs that are supplied with the kit into the hatcher ( 3 drops give around 5,000 brine shrimp) hatching time takes between 24 and 48 hours, it can then be used as food, but if you want to rear it to adult brine shrimp you need to set up a small tank (1 to 2 gallons) feed with the brine shrimp food, and they should reach adult size in 12 to 14 days.

Frozen Brine Shrimp are totally dead, and cannot be recalled to life... If you want to breed your own Brine Shrimp, many pet stores sell kits. Brine Shrimp are often sold as sea monkeys. Though more expensive under the name "sea monkeys", they will breed just as readily if given the proper conditions.

Yes, you can definitely breed frozen brine shrimp. You'll have frozen brine shrimp babies to feed you frozen guppies!

That would be a no then. Frozen brine shrimp are - well they are frozen - and when you freeze them - strangely - they die. Breeding is usually possible only with live creatures.

For the brine shrimp to be frozen, they have to be dead. For them to breed they must be alive, so I would think no.

You may be able to reanimate brine shrimp after they have been frozen (that is partially what cryogenics is all about) but I think you'd be better off buying them from the local pet store and storing them in the fridge.
You could also just buy "Sea Monkeys (c)" that is what they are, or are supposed to grow into.

We used to feed frozen brine shrimp to our salt water fish in the aquarium. It sounds like you have fresh water. I am not sure they have the same diet. You probably need to call the pet store. You don't want to kill your fish.
