please keep this serious I want to get many signatures so the players can actually celebrate a milestone for once without being fined 20 g's

I think it's fine as it is. The refs can penalize for excessive celebration and the league can fine the player. If the player is okay with that then I think they should be able to do it. It's their money, and if it really costs the team his teammates will straighten him out later.
And do you have an example of a player being fined for a celebration after a significant milestone? I've seen a lot of times where they will actually stop the game and take everyone's time to congratulate and give the special ball and all that.

The already do, but they can't be like in the old days where you danced for five minutes to strut your stuff.

And that cell phone call last year went beyond celebrating.

The NFL basically is trying to sissify the league. There is no Rule 52 in professional sports.

Yes because thats what the fans want to see its all fun and the NFL shouldn't take that away
