That's pretty subjective; however, if you want to go by reviews alone, check out gamerankings.com (see below). They take all the reviews they can find and average them out to find the "best" game. Currently Super Mario Galaxy (Wii) and The Legend of Zelda: Ocarina of Time (N64) are currently tied for first place.
Currently, some of the higher rated games are Mass Effect (Xbox 360), Halo 3 (Xbox 360), Ratchet and Clank (PS3), Call of Duty 4 (Xbox 360 & PS3), Bioshock (Xbox 360), and The Orange Box (Xbox 360, PS3, and PC). Check out some of the game site listed below for further reviews.

It would have to be Tetris. It's the most sold game ever but do keep in mind that the game did come with the Game Boy back in the 90s.
