Im planning to buy an AMD athlon x2 retail, which says it includes the fan. Is the fan some crappy fan like the aluminum block with ridges?

Yup, heatsink is an aluminum block. It should be fine if you will not overclock. Otherwise, just get an OEM processor then a heatpipe cooler from Thermalright, Scythe, Zalman, Noctua, Coolermaster, etc.

its gonna be a peice compared wat you can get for about $40

i recommend getting a aftermarket fan if you plan on doing gaming, 3d modeling, video editing... it its just gonna be like office/internet brosing the stock should be fine

and it will be fine one gaming at stuff but will just run hot sometimes and might overheat if your really pushing it
