My daughter bakes cookies and pies and she would like to sell them a store.

If you want to have it sold at a major gorcery store, you have to bring a sample, and a packaged product to the merchandising department of the Major store.

For local grocery store, you have to talk to the store owner and consign them there. Of course they will want to have a marked up on your price.

For a local store, talk to the owner.

For a chain, talk to their bakery merchandiser and see if you can interest them. Many chains have their own in-house bakery departments though. Note: The regional chain I worked for required all vendors to carry a million dollar liability policy - that might be fairly standard in the industry.
