Only when in the shotgun formation. If the quarterback is directly under center, he can not be an eligible receiver.

I distinctly remember a trick play some years ago in a Patriots game in which Tom Brady handed off the ball and the running back then threw the ball back to him down the field. There were no flags after the play for an ineligible receiver. I can't remember whether it was shotgun formation or under center though.

In college games they can run plays where the QB takes the snap then hands it off and gets the ball thrown to him. I am not sure it is different in the NFL...
