Is he interested in programming, or in design?

Lucky for you , many tools needed for game design are free. What you have to invest in is books on game programming and design.

For design, you can try Blender for 3D modeling. I believe it also does animation and some games. Lucky you, it doesn't cost a dime.

OpenGL is a cross platform standard (unlike DirectX) so perhaps a few books on OpenGL programming might help.

Also, there is a free game toolkit called SDL that runs on Linux, Mac and Windows. That's free too.

Look up some free C++ compilers too. Try http://www.bloodshed.net/devcpp.html for Dev C++. Linux comes with g++ standard.

linear algebra, if he wants to learn about graphics he'll need to know vector math

software will always be changing, while its good to get some hands on experience, if he's pre-college also work on the fundementals and a good math and logic background. Also art and physics. For example raytracing - go google that.

Also a lot of software has trial versions out there you can download for free. Just make sure you know what you're signing up for. Also when you say design games it can be anything from a writer, to artist, to more of the technical side. Either way you need to understand the technology, where math can help (for all you down arrowers)
