Always remember that its Country Code (+63) then the Mobile Phone Service Provider number (917 or 918, etc...) then the Mobile number. However I've experiences in Singapore they have a different pattern of sending text outside the country so its better to check the manual that came with the sim for assurance.

But typically its Country Code + Service Provider Number + Mobile Number

0917 (carrier number/network company; but you drop the 0)
