Please don't call them "shooting stars" as they aren't stars at all, but rather meteors, small pieces of space dust which enter the Earth's atmosphere and become incandescent.
You can see meteors any clear night, provided you get away from the light pollution you find in cities. Let your eyes become used to the dark and be patient. They are more frequent on nights when there are "meteor showers," but the next good shower isn't until December 14, the Geminids.

If you do wish on a star, it won't happen unless someone decides to let that thing happen, whether it's you, someone else, or a dried up leaf that the wind blows past a squirrel that picks up a nut that it brings into your front lawn, which you see out the window and then you realize you're not doing anything productive and decide to do something that somehow causes the thing you wished to come true. Don't ask how many baggies of weed i've smoked today.

When the path of the Earth crosses the orbit of small stones and other rubbish left over from the formation of the Planets. Look it up under Wikipedia. You also need to be well away from City lights and clouds to see them.

You go to google and type in meteor showers and somewhere in there, there will be a schedule. I think the Leonids are ending or have ended.

there is no fixed time for their vision, they are the dust particles which come in earth's atmosphere and get burnt. i have seen one long time ago, i was sleeping in the open balcony, may be u can try and who knows you may sight one................. best of luck
