I see it a lot, and I have no clue sometimes as to why someone would give a thumbs down, especially when the answer is not at all insulting or rude. Just because you don't like that person's opinion, maybe? But even then, that's not right.
So why do you give a thumbs down to an answer?

I don't see why people get so bent about thumbs down. You love it when someone give you a thumbs up, meaning they agree with you and like your answer, but go ballistic when you get a thumbs down, which is just the opposite, they disagree or don't like your answer. You can't just have a voting system where "yes" is your only choice. What is the point of that? This attitude to me is the same as giving a trophy to everyone who participates in an event just because they participated, even if they come in dead last. Sorry folks. Life just isn't like that. You have your up and you have your downs. Some people like your answers and some don't. Sometimes you win and sometimes you lose. So live with it or go dig a hole in the ground and bury your head like an ostrich. Then all the bad things will go away. Sure.

The thumbs down is for when you disagree with people. Even if it is not insulting. That is why we are allowed to vote.
I give a thumbs up or down based upon my agreement or disagreement with the answer given.

Because they're not answering the question just commenting on it.
Because they are being rude.
Because while asking a question where opinions are irrelevant, they try to persuade me to change my own beliefs.
