"Using the current BCS standings and the top-14 requirement, only nine teams currently qualify for an at-large spot."

That doesn't make sense to me.
SEC-LSU
Big 12-KS
Big East-WV
Big 10-Ohio St
Pac 10-AZ St
ACC-Va Tech
At-Large-Missouri, Georgia, Oregon, Boston College

I'm not doubting you can construct a scenario that would not have enough teams in the top 14, but I think its pretty tough to do. Basically, I think there is only 1 way you have a problem:
You have to get an 11th team from the SEC/B12/P10 in the top 14 to go with the 10 already there. I think the only way that happens is if Tennessee replaces BC in the top 14.

I think instead of lowering their standards to take teams below 14th, they should first let more than two teams from a conference in. Why should teams in strong conferences still be excluded while the rules are changed to let weaker teams from weaker conferences in?

As stated, there are 10 spots and 6 of those go to the conference champions. Therefore, there are only 4 spots to fill. One of those goes to a Big XII team (Kansas-Missouri loser, or the winner if they then lose the title game), and another will probably go to a Pac Ten team. That leaves 2, with an SEC team in the best position to get one of those (for example, if Georgia beats Georgia Tech but does not end up in the SEC title game, they would qualify for an at-large).

Besides, a lot of teams have at least 1, if not 2, games left, so a number of schools can get the requisite 9 wins. If enough teams lose, Illinois can move up into the top 14 even though their season is done.

there is a flaw in your reasoning.you must factor in the win lost component of team that lost player before the season started then add the up wins against lower ranked teams remembering to add up win lost records of the corresponding leagues.if you do this every thing becomes clear.
