The conductivity of the spud is low due to pores in the flesh and the presence of water. The molecular collisions (conduction rate) is therefore impeded slowing down the heat transfer to the centre. The water content is also causing some heat loss due to its vaporisation removing a lot of heat from the spud.

I'm assuming you meant "a conduction oven".

A possibility is that a potato (mainly starch and water) has a low thermal diffusivity.
