Because in the spike formation there are 2 running backs next to the QB and they are eligible receivers.
The ball does not have to hit a player to argue that it was an eligible target, it can actually be some feet away from him.

When the ball is spiked it is directly after the snap and the QB isn't under pressure or in danger of being sacked.
