In order to really make it look like there is alot. You could travel to a few different dollar stores and find some gems there. That will give you most bang for your buck.
Then buy a nice $60-$70 gift as the "Big One" to open last. That way everything else will seem great before they see the expensive present! I did this with my husband one year when I was low on money. There really is a lot of stuff at the dollar store that is great but you have to think creatively and look around before everything gets picked over.

Shop the sales!
If you can't get out on Black Friday, try Amazon.com--they are having a Black Friday sale. (You can find what's on sale on Black Friday at http://www.bfads.net ) And there will be great sales going on throughout the season.
I think you can give a child a great Christmas for $100. Look for discounts at stores like Big Lots or other stores near you that sell overstocked items--these are leftover items that simply didn't sell--maybe last year's model--but there's nothing wrong with them.
I would also post individual questions for each of your children here on Yahoo! Answers. People have wonderful ideas about how to stretch your dollar. It's best to post one question for each of your children--it will cost you more points, but you'll get more answers--if you post a question asking for gifts for several people, people might not take the time to answer it.
I would not recommend getting another credit card. If you can't pay it off right away, as I'm sure you know, you wind up paying more for everything you've purchased because of interest.

I would buy each kid a $65-ish large item, and then some small things. Buy toys your kids play with at their friend's houses and really like. So many fad toys get opened, assembled, and never played with again.
Look into online message boards. Companies have a ton of special promotions they run where they give away free things. Playschool just gave away some toys for 3-5 year olds, Graco gave away swaddling blankets for babies.. All age groups get these free giveaways.
Shop the sales on Friday and research into the toys long before you ever get to the store. You can make the money stretch.

Just apply for a Wal Mart credit card or some place else and then you can buy more. I am a single dad and I will be spending around 1k on Christmas this year for my two children. Grandparents, aunts and uncles like to spoil the kids to so I hope that it all works out for your family.

EDIT: Any credit bills that you obtain can easily be paid in full with your income tax refund. So be sure to file early as possible.

Wal-Mart is not cheep so don't even go there. The best Place to go fot Christmas on a 100$ budget is Target. I gave a full Christmas (without food) with 50$ Another suggestionis to invite your sister because they will bring gifts for the children and you and also help cook.
