I've heard it's a good insulator but how could that be if snow is cold. ???

Snow is a good insulator. An insulator is not defined by its temperature, but by how well (or poorly) it conducts heat. Snow, though it is cold by nature, does not conduct heat very well. This is why on clear nights with a good snow cover, the air temperature typically plunges, because the snow shields the air from the relatively warm ground.

This requires two answers, first yes snow is a good insulator, any depth of 3 inches or more can provide a good insulator for your plants, as for the temperature of snow, anything below 32 degree F is perfect for snow. However for consistency, the temperature should be colder, closer to 0 F for the champagne types ski able snow.
