The least possible value of the other number is 22

First, you check that 22 divides 198. It does. 22 x 9 = 198.

Were that not the case, there statement of the problem would be wrong.

Next -- well, the other number has 22 as a factor. So it's at least 22.

On the other hand, 22 gets the job done. Why? Well, 22 is a factor of both 22 and 198. On the other hand, they can't have a bigger GCF because that bigger number would have to divide both 198 and 22 (else it wouldn't be a CF), and nothing bigger than 22 divides 22.

So 22 is exactly the GCF of 22 and 198.

The prime factorization of 22 is 2 * 11
