What do you have to say/do to be good enough for an agent to actually consider you. Should you take dance and voice lessons? How many plays should you partisapate in?

Well, first of all you need to have a look that they are interested in, something they think they can market to casting directors, then a strong resume with several plays, indies, and extra roles , some acting classes. dance and voice are not necessary. you should participate in all the plays you can.

Sometime, going off of what the man said before me, luck and chance play a large role too. If you are in plays in NYC and LA, its possible that talent scouts, managers and agents could be in the audience.
Also, connections are a real BIGGY...I've known and heard of SO SO SO many people getting auditions with agencies because they were refered to the main agent by a teacher, or someone else thats respected. For instance, the first manager my daughter had, we got our foot in the door because a lady that we met at a work shop talked with me for three hours and we got on the subject of representation, and she told me about her daughters manager and refered her to me.
Be nice to everyone, and build up a good reputation along wih your resume...I've known (and worked) with severel grumpy/bossy actors, who in the future didnt get hired JUST because of their reputation!
