More than a gram is pretty much guaranteed to get you major trouble in any state.

You'd need to look up the statutes regarding possession of cocaine and intent to sell (or trafficking) in the state you are interested in. This will tell you how the police determine this.
The amount will vary from state to state or federally.

Generally less than a gram is thought of as personal, still a felony though, even of you only get probation.
However if you have a gram and it's divided up into several bindles you're going to have a hard time trying to prove it's for personal use only.

all jurisdictions vary, but for the most part for weed it's like a quarter bag for possession and any thing more is trafficking.
for crack it cuts off at 2 oz. and for most other pills it is a quantity that usually cuts of at 5 or 6. dont ask how i know
cocaine is about 15 grams.
