Hurricanes and Typhoons are tropical cyclones as well. Cyclones in the northern hemisphere rotate counterclockwise and in the southern hemisphere clockwise.

As you have not mentioned in which hemisphere the storm forms,I take it that it applies to both hemispheres and in that case the statement is false.Of course your statement is true as far as the Northern hemisphere alone is considered.
