It could never be Eminem because whether you like Jay-Z or not, he represents hip hop far more than Eminem ever does or could.
Eminem was a lyrical genius to start out with, but I think he must have used it all up in is first 3 albums because he hasn't really done anything good since then. The only decent track on Encore was Mosh.
And I will NEVER, EVER forgive him for 50 Cent.
Not to mention the racist mixtapes - I'm still not sure how he managed to get away with that one.
Jay-Z has his ups and downs, but he has a long track record of excellence and his freestyle skills are out of this world.

He is consistent
