I'm hoping that you are the boss, or his secretary, because that is a lot of gifts to have to buy.
There are some great $2 shops with a wide range of things to choose from, or maybe photo frames, boxes of chocolates, candles, drinking mugs, small gift vouchers etc.
Buy Lions Christmas cakes or puddings, all the money raised goes to charity.

Give them all gift cards to various places in the same amount of money. That way the "ok" folks won't feel that they're less appreciated than the "nicer gift" folks. People like getting gift cards; and it certainly does save you shopping around for just the "right" thing for each person. Life is strained enough without what I call Christmas Shopping Hysteria.

For the 20 people that don't matter you can give them a card and write something nice or funny in them.

For the 20 that do matter you can give them GIFT CARDS: Itunes, Starbucks, Macy's, Borders, Chipotle, OR the American Express Gift Cards.

You know what.... lottery scratch off tickets are always an easy gift. Normally we do a secret santa thing at work and we have a $5-$10 limit and those go over great!

I would go to gordmas and get coffee cups for the less expensive gifts and for the more expensive ones get the same coffee cups and fill them with something like bath salt of something of that nature
