Turn your air conditioning on and see if it comes on, hondas have one fan for the radiator and one for the a/c condensor, the one for the a/c should only come on with the air or defrost.

*UPDATE*

When you turn the a/c on does the compressor kick in? Is it actually turning on? If not your charge may be low triggering the pressure switch which would in turn disable the a/c system alltogether so it doesnt damage itself by running empty.

Also check for a bad ground circuit on the fan that's inop. One fan is for normal cooling and one is for when the a/c kicks on. Check for power at the fan with a/c on...could be a bad fan motor?
