so let's say someone's saying a sentence or two to me.
so for example they are like "my mother is going ... &%&(*()&())(&*^%(" and then those symbols mean i didn't understand what i said.

when i say "excuse me?" they emphasize "MY MOTHER IS GOING".

they repeat the part that i heard but not the part i didn't hear.

why can't they just repeat the whole damn sentence?

"Excuse me" could just about anything. You could have just burped and were apologizing for bad manners.

Instead, you could be more precise and say something like "I'm sorry, where did you say your mother was going?"

How about if you ask a question that indicates what you need to hear? Say something like, "Excuse me, I didn't catch where your mother is going.", instead of expecting people to read your mind.
