Just look at the last two digits and see whether it's closest to 0, 25, 50, or 100
43.89, 89 is 14 away from 75, but only 11 away from 100 so round up
44.00
28.46, 46 is 21 away from 25 but only 4 away from 50 so round up
28.50
7.33, 33 is 17 away from 50 but only 8 away from 25 so round down

149.60, 60 is 15 away from 75 but only 10 away from 50 so round down
