In Internet Explorer, click Tools, Internet Options, Advanced tab. Scroll down to the Security section, and place a check in front of Empty Temparary Internet files folder when browser is closed.

Now, when you are done browsing and viewing photos, your temporary files folder cache will be emptied when you close the browser. I use this all the time because I get tired of having to empty it manually.

If you want to empty it manually, because these files are rather handy when you want to reach a site quickly, you can simply go to the General tab in Internet Options, and click the Delete button next to Temporary files, and a dialog box opens and you have a choice of what you wish to delete, and you can also use the Settings button to configure how much disk space you want temp files to inhabit, and how long to keep them, and how often to check for updates web content.

These files come in handly because when you click a link such as in favorites, your browser checks your temp cache first, and loads from there, instead of going all the way to the websites server. It is a lot quicker, and you can often view Online content while Offline in this fashion as well. Have you ever been able to visit certain webpages, but not others, when you lost connection? Perhaps you didn't realize you had lost connection because your cache had opened what it contained instead of actually making a connection and going to a Server, and by the time you needed to go to a site which wasn't cached, your connection was back. Or, you could view some content, but other pages came up with an error when you tried to visit them. The Temp Cache is why you could view some content but not other content. So, you can see why your Temp Cache is handy.

*edit* You are correct about excess temp files slowing down your machine. All the technicians I work with always tell me to empty my Temp files from all over my system, not just my browser Cache, but my Last Download folder cache, and others as well. When you get low on disk space these files do indeed slow you down. I would instruct you to delete your cookie history too. Just know that certain cookies enable easy logging in to sites, and you will need to reastablish these cookies before logging into those sites. It is easy though as it is usually done automatically after you logon the first time after deleting them.

If you viewed any photos you downloaded in your photo editor, or any video in a media player such as WMP11, you should also go into those areas and delete any left over files you don't want any longer. Also, remember that if you don't empty out your recycle bin the files are actually still on your system taking up space.

One good idea is to use Windows Disk Cleanup tool. Go into Accessories, System Tools, Disk Cleanup. Run the tool, then check out the files listed to delete. If your Office installation files are stored on your system, you have the CD it came on, and are running out of disk space, you may want to delete those installation files to free up considerable space. However, if you no longer have the CD, and/or have plenty of disk space I would suggest keeping them on disk as it makes for very simple repairs of the files. Instead of having to fully remove the installation when an error occurs in a file or two, which can cause all sorts of headaches within the applications, you can simply hit Help-Repair, then follow the prompts and it is repaired.

Unless you deliberately save an image, it is only stored temporarily in browser cache, which can be deleted quite easily.

No you cannot stop it from downloading images because that is how the Internet works. Files and objects are download to your C drive and reassembled by your browser to display a webpage.

you are mistaken , if you believe that this , slows down your PC.
you can not stop it completely, but you can tell your browser to not to keep the history for long. ( tools > Internet options ).
