Not if you make it through without stalling or stopping for an extended period of time. The water only does harm if it's sucked into the engine and stalls the car or if the car sets in the water for an extended period of time (over 30 mins.) which allows the pressure of the water to overcome the seals on things like wheel bearings, differentials and transmissions.

Depends on the car. If you're driving a sports car, you can do some major damage if the electronics get wet.
If you driving a raised truck, or suv, you might be able to get through 12" of water.

that depends on the make and model. it has nothing to do with the exhaust it has to do with flooding the intake and spark plugs. water can also get into the engine through the front and rear seal. they are designed to keep oil in not keep water out.

If you drive real slow through it you should be ok as long as the water doesn't enter your air filter intake.
