At any given moment it definitely falls somewhere on that scale. Funny stuff. It looks like a lot of the responders don't get the joke though.

Considering that Bush used to do drugs when he was younger, id say that he'll have a pretty low IQ.

probably a 4 or 5. he's not a stupid man, he just lacks common sense and the wealth of the people.
