Both characters are dogs but Pluto play the roll of a pet and Goofy plays a person.

Goofy is an anthropomorphic dog, Pluto is just a dog.

But, I too have always found it weird whenever anthropomorphic creatures have "pets" that are not. That just seems so...off. It would be like a human having another human (who didn't wear any clothes, who couldn't talk, who walked on all fours, and was unintelligent) as a pet.

why does a mouse have a pet dog? (dogs eat mices)
why do donald talk and quack at the same time and daisy speak perfect english?
why do ducks, dogs and mices needs clothes?
and since when do these animals able to see in color?
