Yes you can have sex in outer space. Proof is not currently available, although eventually, some whacked out astronaut or cosmonaut will start posting pictures on the 'net, claiming to have been the first.
As for an explanation, all I can say is that hormones and desire can make people capable of anything, anywhere, any time. Where there's a will....

Charlie149 is correct. On Earth, we rely on gravity to do a lot of the work.

If, by outer space, you mean in free fall, and if by sex you mean coitus, then we'd need something (restraints, bungee cords, very close opposing walls, specially designed sleeping bags, assistants...) to keep the bodies from flying apart. 'Holding on' might prove insufficient.

Or stick to space craft that have artificial gravity.
